Civic issues
Topics getting the most attention in Green Bay public meetings, ranked by how frequently they come up.
South Grandview Road temporary bridge repairs
The city awarded a $151,571.25 contract to Norcon Corporation for temporary repairs to the S. Grandview Road bridge.
Three-way stop at Greenbrier and Manitowoc Roads
A pedestrian was hit at this intersection earlier this year, and drivers average 34-35 mph in a 25 mph zone with no sidewalks nearby. The new three-way stop should balance delays and make crossings safer; sidewalk work is complicated because part of the area lies in the Village of Bellevue.
Traffic Calming Policy overhaul
Ald. Delie's detailed critique of the city's 2007 Traffic Calming Policy — which has never produced a single physical calming installation — was referred to staff for review and amendment.
Construction communication improvements
Commissioner Refsguard found out via the Packers website that Metro would run regular game day service for the Badger game — without Metro being consulted. Better coordination on special event service is needed.
Street reconstruction and bridge maintenance funding
The Nitschke Bridge closes June 1-19, Shawn Avenue gets lane closures June 8-12, and a Grandview Road bridge stays closed two to three months pending a re-bid of repairs. Truck traffic will need alternate routes during the Shawn Avenue work.
N. Maple Avenue reconstruction
The $4 million full reconstruction of North Maple Avenue was awarded to Jossart Brothers — work starts within a couple weeks, with heavy utility work and final completion next spring.
TID 10 road allocation for JBS neighborhood
Up to $800,000 from TID 10 will fund a new road connecting Imperial Lane to the JBS neighborhood development, with an MOU between the city and Redevelopment Authority to be drafted.
JBS neighborhood road connection funded
Up to $800,000 of TID 10 money will build the missing road link between the JBS neighborhood and Imperial Lane and the park, restoring a trail if needed and connecting the neighborhood to the wider street grid.
$800,000 TID 10 allocation for Imperial Lane road / JBS park improvements
Up to $800,000 from TID 10 will fund a new road connecting Imperial Lane to the JBS neighborhood development — or eligible park improvements — with an MOU to be drafted between the city and the Authority.
Oxford Avenue & Reed Street reconstruction
The committee let staff award the reconstruction contract directly to the low bidder as soon as bids open July 7, so construction isn't delayed weeks by the meeting calendar. Bid results will be reported at the next meeting.
State transportation funding advocacy
The committee is pushing a resolution urging the Governor and Legislature to fix Wisconsin's transportation funding. Ald. Proffitt highlighted that the city spent over $266,000 patching Shawano Avenue before the DOT's planned rebuild — money she wants the state to reimburse.
Dousman Street bike lane extension
The bike lane on Dousman Street will extend from Ashland Avenue to Gray Street, with parking restrictions swapped along the south side between Allard and Oakland.
2026 Street and Sidewalk Infrastructure
The committee recommended over $5 million in contracts: Oak Street reconstruction, Mather Street sewer/watermain, citywide pavement repair, the annual sidewalk program, and parking ramp repairs — much of it concentrated in upcoming construction seasons.
Street resurfacing program
A $2.76 million resurfacing contract — the biggest award of the night — will fix city streets with sewer and water work bundled in.
